Kablys is located in central Vilnius, positioned between the city's Old Town and the Train Station district. The building was originally constructed in 1958 as the Palace of Culture for Railway Workers, exemplifying socialist classicism architecture. In 1994, the sculpture 'Kablys' by Mindaugas Navakas was installed at the centre of the pediment, replacing the former Soviet Union emblem.
